What is CAP and How Can It Help?
Aqua Illinois’ CAP is a new program providing qualifying households with monthly discounts to help you manage your monthly water and wastewater bills.

Who Qualifies?
To qualify for CAP, you must meet the following criteria:

Refer to the chart below to see if your monthly or annual income meets the requirements for your household size.

- Documentation
Applicants must be residential water and/or wastewater customers of Aqua. You will need to provide information about your household, proof of income and your Aqua account number.

If you meet the eligibility outlined above, you have three options to apply:

Frequently Asked Questions
How Long Does the Application Process Take?
Once you start your application on the Dollar Energy Fund’s website, providing your account and income information takes just a few minutes.
After your application is submitted, Aqua and Dollar Energy Fund will verify your information and start processing your application. The verification process is quicker if you submit proof of income via email; fax or mail submissions may take 2 to 3 weeks for verification.
When Will I Start Receiving Assistance?
After completing your application, submitting proof of income, and receiving confirmation of approval from Aqua, your monthly CAP discounts will be reflected on your bill within 1-2 billing cycles.
How Long Will I Receive Assistance?
CAP’s income guidelines are based on federal income guidelines, which update every year. As long as you continue to recertify your income by the appropriate recertification date and meet current program requirements, you will continue to receive discounts through CAP.
Can I Apply if I have Past-due Balances?
Yes, you can apply for CAP if you have past-due balances. The CAP discount is applied to future bills and cannot be applied to past balances.
What Happens if my Household Income or Household Size Changes?
If you are already enrolled in CAP, please contact Dollar Energy Fund at 1-888-282-6816 to report any changes in household income and/or your household occupancy.
