Project underway in Upper Darby Township, East Lansdowne, Lansdowne, Millbourne, and Yeadon Boroughs; Replacements Done at No Direct Cost to Customers
Aqua Pennsylvania announced today work is underway to replace dozens of lead and galvanized customer-owned water service lines in several Delaware County communities. Customer-owned service lines are the pipes running from typically the curb line to homes and businesses. While Aqua treats drinking water to prevent leaching lead into the water, replacing these aging pipes is an extra step in reducing the risk for customers.
Approximately 50 customer-owned service lines that were identified as being made of lead or galvanized material are expected to be replaced throughout the duration of the project across the following communities:
- Upper Darby Township
- East Lansdowne Borough
- Lansdowne Borough
- Millbourne Borough
- Yeadon Borough
Replacement work is expected to be completed this year.
Aqua Pennsylvania actively surveys neighborhoods to identify customer-owned service lines that are made of lead or galvanized steel by using a combination of historical records, field inspections, and customer outreach. Once identified, Aqua enters an agreement with the customer to replace their portion of the service line. Under Aqua Pennsylvania's Customer Lead Service Line Replacement Program, this replacement is done at no direct cost to the customer. A warranty is provided for the completed work.
This service line replacement project in Delaware County is being funded through a $630,000 low-interest loan administered by the Pennsylvania Infrastructure Investment Authority (PENNVEST). Since 2023, Aqua Pennsylvania has secured nearly $6.25 million in PENNVEST loans and principal forgiveness loans to replace customer-owned lead and galvanized service lines throughout the state.

Their participation is paramount in our goal to achieve a lead-free system.”
Aqua Pennsylvania completed more than 3,100 replacements across the Commonwealth since starting work on customer-owned service lines in 2024. That number will continue to grow as Aqua advances its commitment to provide safe, reliable water for neighborhoods throughout the service area.
The service line material inventory and replacements are required by the United States Environmental Protection Agency (USEPA), the Pennsylvania Department of Environmental Protection (PADEP), and the Pennsylvania Public Utility Commission (PAPUC).
