Aqua Pennsylvania announced today that Municipal Partnerships Director Nate Manchin was named to the Board of Directors of Penn-Northwest Development Corporation (PNDC) in Hermitage. The non-profit organization is dedicated to promoting economic development in Northwestern Pennsylvania. As a Board member, Manchin will support PNDC’s mission over a three-year term.
“Economic progress is vital to the strength of the communities we call home,” said Nate Manchin. “Penn-Northwest Development Corporation is committed to increasing the prosperity of Mercer County and beyond. Aqua Pennsylvania shares that goal as well by investing in these communities. I am excited to be part of such an important cause.”
PNDC is a membership driven economic development organization, charged with providing public financial and technical support for high-impact projects in Mercer County.

Manchin joined Aqua Pennsylvania in May 2025 and is based in Pittsburgh. He is responsible for identifying water and wastewater systems that are considering a sale of their assets and can benefit from Aqua Pennsylvania’s core competencies including infrastructure renewal, water quality, regulatory compliance, and capital financing. Manchin has nearly two decades of experience in business integration and business development.
Aqua Pennsylvania provides water and wastewater services to residents across Mercer County including the cities of Sharon and Hermitage, and the Borough of Greenville.
