Background
On May 12, 2026, the North Carolina Utilities Commission (NCUC) entered an order naming Aqua North Carolina as Temporary Operating Authority (TOA) of Ocean Glen and Ocean Bay Condominiums Wastewater System, previously operated by C&P Enterprises, Inc. Aqua North Carolina will immediately begin service to all wastewater customers in these communities.

Who is Aqua North Carolina?
Aqua North Carolina, Inc. (Aqua) is a wholly owned subsidiary of Essential Utilities, Inc. (NYSE: WTRG), which is a regulated, investor‑owned water and wastewater utility. Aqua provides drinking water and wastewater services to more than 750 communities located in 51 counties across North Carolina.
Aqua is subject to economic regulation by the NCUC and environmental compliance is overseen by the NC Department of Environmental Quality (DEQ) and the U.S Environmental Protection Agency (EPA).
What is Aqua required to do as a Temporary Operating Authority?
Aqua will operate your wastewater system in accordance with all federal and state regulatory guidelines. We are taking the necessary steps in planning and permitting to address the violations and deficiencies in the wastewater system identified by the North Carolina Department of Environmental Quality (DEQ) to ensure customers continue to receive quality wastewater services without disruption.
What changes now that Aqua is operating the system?
Aqua will immediately start day-to-day operations to improve service reliability in your community. Specifically, Aqua will be responsible for all wastewater system operations, compliance, billing, collections, and will handle all customer service needs.
You can expect a few changes in the short term:
- First, you will now call our Aqua Customer Service Center—available 24/7/365—with any of your customer service needs. The Aqua Customer Service telephone number is 877.987.2782. You can also find an online form at the bottom of this page, and a Customer Service Representative will contact you within 24 hours.
- Aqua will now bill you for wastewater service monthly. Both Ocean Glen and Ocean Bay Villas Homeowners Associations (HOA) will have Aqua wastewater accounts. Each HOA will pay the wastewater bill for all of the usage for residential units in the community. The HOAs will then bill residents monthly as part of their other HOA fees. Payments for prior bills from C&P Enterprises, Inc. should be paid directly to C&P Enterprises, Inc.
- We are committed to improving wastewater service and reliability. Aqua anticipates that it will invest almost $300,000 to make necessary improvements in your community’s wastewater system over the next two years by replacing or repairing key elements at the wastewater treatment plant and its associated structures.
Will my bill increase because Aqua is managing and operating the Ocean Bay Villas & Ocean Glen Condominiums wastewater system?
Sewer rates will be the same as the current C&P rates when Aqua starts TOA of the Ocean Glen and Ocean Bay Condominiums wastewater system. Any future rate increases will require review, approval, and customer notification required by the NCUC.
Does Aqua own the wastewater system now?
No, Aqua does not own the Ocean Glen and Ocean Bay Condominiums wastewater system. Aqua is currently acting as TOA. However, Aqua has filed an application to permanently acquire your wastewater system. This application is under review and consideration by the NCUC.
