In coordination with your developer, Park Creek, LLC, Aqua is seeking to become the Temporary Operating Authority (TOA) of the Park Creek Subdivision Water System with the North Carolina Utilities Commission (NCUC) to provide water utility service in your community.

What changes if Aqua begins operating the system?
There will be no changes until the NCUC enters an order naming Aqua North Carolina as TOA of the Park Creek Subdivision Water System. At that time rates will be finalized, and customers will be able to start a water service account with Aqua.
Aqua is currently evaluating the water system to verify water line size and better understand the steps that may be needed to convert the existing 1-inch meters to Aqua’s standard 5/8-inch residential meter service size.
Will my bill increase if Aqua is managing and operating the Park Creek water system?
Aqua will manage and operate the Park Creek water system in accordance with the rates approved by the NCUC.
What is Aqua required to do as a Temporary Operating Authority?
Once the NCUC approves Aqua as the TOA, Aqua will operate your water system in accordance with all federal and state regulatory guidelines.
Will Aqua own the water system when acting as a Temporary Operating Authority?
No, Aqua does not own the Park Creek water system. Aqua has filed an application to act as a TOA for the community. The TOA application is under review by the NCUC. Additionally, Aqua has filed an application for a certificate of public convenience and necessity to become the owner and operator of the Park Creek water system.
