Rate Case Update: Interim Rates Effective March 9, 2026

Interim rates were approved to reflect infrastructure improvements made in Aqua Texas’s operating plants and distribution systems. These interim rates reflect the rates proposed in our filing and will remain in place until the Public Utility Commission of Texas issues a final order. The interim rates are fundable once a final decision is made.

We understand that changes to water and wastewater rates can be challenging. The investment included in this rate case supports essential system improvements, such as replacing aging infrastructure, improving reliability, and ensuring compliance with state regulations. All these are necessary to continue providing safe and dependable service now and in the future.

When do the interim rates take effect?
The interim rates approved by the PUC will take effect on March 9, 2026.

What happened in Aqua Texas’ rate case?
The PUC ruled that Aqua Texas may implement the rates proposed in our rate case on an interim basis while the Public Utility Commission of Texas (PUCT) continues its review.

What are interim rates?
Interim rates are temporary rates that go into effect before the Public Utility Commission of Texas (PUCT) issues a final order in the rate case. 

Will these rates be refunded later?
The PUCT has ruled that the interim rates are subject to refund once a final order is issued. 

Why is Aqua Texas implementing these rates now?
The interim rates support critical investments in infrastructure replacement, system reliability, regulatory compliance, and long-term service sustainability. 

Is the rate case final?
No. The rate case remains under review by the Public Utility Commission of Texas (PUCT). A final order will be issued following completion of the regulatory process. 

Could rates change after the final order?
The final rates will be determined by the Public Utility Commission of Texas (PUCT) based on the full evidentiary record. Aqua Texas will communicate clearly once a final decision is made. 


On June 20, 2025, Aqua Texas filed an application to adjust water and wastewater rates to reflect nearly $700 million in capital infrastructure projects we made between 2004 and the end of 2024.  Our request, Aqua Texas’ first statewide in 20 years, allows us to continue our infrastructure work that improves reliability and water quality, enhances customer service, and helps to support our commitment to the communities we serve.

This includes replacing hundreds of miles of aging water main and associated valves and customer service lines throughout the Lone Star State.

Examples of infrastructure investments we have made across the state include:

  • Water main replacements
  • Drilling new wells to provide additional water
  • Building new water plants, including our only surface water plant in the state
  • Building new wastewater treatment plants
  • Installing new ground storage tanks, as well as rehabbing existing ones

Aqua Texas’ requested base rate increase requires review and approval by the Texas Public Utility Commission (PUC).
