Background – On August 4, 2025, the North Carolina Utilities Commission (NCUC) entered an order naming Aqua North Carolina as Temporary Operating Authority (TOA) of Willow Landing Subdivision Water System, previously operated by Clarke Utilities, LLC. Aqua North Carolina will immediately begin service to all water customers in this subdivision.

What changes now that Aqua is operating the system?
You can expect a few changes in the short term:
- First, you will now call our Aqua Customer Service Center—available 24/7/365—with any of your customer service needs. The Aqua Customer Service telephone number is 877.987.2782. You can also find an online form at the bottom of this page, and a Customer Service Representative will contact you within 24 hours.
- Aqua will now bill you for water service monthly. You should expect to receive your first bill in early September. Aqua offers multiple bill payment options for your convenience. Please click here for more information. Your new rates are as follows:
- Monthly Base Facility Charge: $22.35
- Volumetric Charge: $9.27 per 1,000 gallons
- We are committed to improving water quality and reliability. Aqua anticipates that it will invest nearly $500,000 to make necessary improvements in your community’s water system over the next two years, including the installation of a water filtration unit, which is being designed by our engineering team.
What is Aqua required to do as a Temporary Operating Authority?
Aqua will operate your water system in accordance with all federal and state regulatory guidelines. We are taking the necessary steps in planning and permitting to address the deficiencies in the water system identified by the North Carolina Department of Environmental Quality (DEQ) to ensure customers continue to receive quality water services without disruption.
Will my bill increase because Aqua is managing and operating the Willow Landing water system?
Yes. Aqua will manage and operate the Willow Landing water system in accordance with the rates below, which have been approved by the NCUC.

Does Aqua own the water system now?
No, Aqua does not own the Willow Landing water system. Aqua is currently acting as Temporary Operating Authority (TOA). However, Aqua has filed an application to permanently acquire your water system. This application is under review and consideration by the NCUC.
